Vancouver's Leader in Transition toward Strong, Resilient, Complete Communities
FYI, here's what they do in Vilnius, Lithuania (to deal with illegally parked cars with a tank):

While I'm not personally suggesting that City Hall follows Vinius' lead, there are plenty of issues with illegally parked cars in Vancouver.
Furthermore, the number of cyclists who 'get doored' by carless drivers who open step out of their cars without looking is inexcusable.
This is even the case on designated bike routes such as 10th and Ontario Street; drivers really have to take far more care when leaving their vehicles and double check if there are cyclists in the vicinity.
As a note on the Vilnius story, this was more of a publicity stint; the crushed Mercedes did not belong to a millionaire, but rather it was towed from a junkyard for a demonstration.
