  CITY COUNCIL & PRIVATE CITIZENS can STOP RENOVICTIONS like HEATHER PL
 ACE. There ARE REAL RENT CONTROL MODELS in Ontario & Montreal NOW: Con
 troling the percentage that a landlord may increase a rent after dislo
 cating residents for renovation or re-development. It is NOT an increa
 se like the 70% or higher Metro Vancouver Housing Corporation, a suppo
 sely \"Non-profit\" organization, is suggesting Heather Place resident
 s pay after DISOLCATION & ONLY \"POSSIBLE\" return IF residents \"QUAL
 IFY\". It IS the STANDARD YEARLY ALLOWABLE rent increase gudied by the
